at the south of tierra del fuego is the argentinian city ushuaia located, founded in 1884. it is the southern-most town of the world. ushuaia became the core harbour for voyages to antarctica, which is 'only' 1200 km away, outrunning chile's punta arenas (see map below).

yes, chile goes far more to the south than argentina. yet, beside installing some "navy posts" it did not build a real harbour in that region.
